What is required? Directive (EU) 2023/2673, which amends the Consumer Rights Directive, requires every EU e-commerce store to provide a clearly visible online withdrawal function — a dedicated button or form that lets consumers exercise their 14-day right of withdrawal directly on the website. Simply mentioning the right in your terms is no longer sufficient. The obligation became enforceable on 19 June 2026.
Who is affected? Any online store selling to EU consumers — regardless of where the merchant is based. Shopify, WooCommerce, PrestaShop, and custom storefronts are all in scope. Non-compliance carries penalties of up to 4% of annual turnover under the Omnibus enforcement framework, plus an extended withdrawal window for consumers.
